Improvements Made to Canada’s Immigration System
Since 2006, the Govt. of Canada has made significant improvements to Canada’s Immigration System to make it more flexible and responsive to changing labour market needs.  These initiatives are designed to ensure that Canada reunites families faster and help skill workers arrive sooner.  Essentially they are designed to attract new immigrant, help them integrate more quickly into Canada’s labour market and ensure that they succeed once they arrive.

 
       
 

Attracting and Retaining Immigrants with the Right Skills
Improvements to the Immigration and Refugee Protection Act (IRPA) and the action plan for faster immigration’s ministerial instructions that resulted from these reforms make Canada’s immigration system more flexible and responsive to Canada’s labour market needs.  These improvements expedite the processing of select skill workers application to ensure that skilled immigrants get to Canada quickly when their skills are in demand.  They do not apply to refugees and do not affect family reunification objectives of Canada.

   
       
 

Improvements to the Temporary Foreign Worker Program
Improvements have been made to the temporary foreign workers program to help make the process of hiring temporary foreign workers easier, faster and less costly for employers when they are unable to find Canadian to do the job.  Citizenship and immigration Canada (CIC) has worked closely with Human Resources and Social Development Canada (HRSDC) to make several other improvements to the temporary foreign worker program.  These include:

   
       
 
  • Extending maximum duration of the work permit for temporary foreign workers with less formal training from 12-24 months;
   
 
  • Extending the maximum duration of the work permit for Live-in-Care giver from one to three year and three months;
   
 
  • Speeding up the process for employers hiring a temporary foreign worker by allowing work permit applications for highly skilled workers to be processed at the same time as applications for a labour market opinion, at the request of employer; and
   
 
  • Expanding employer services by establishing temporary foreign worker offices in high demand areas in Vancouver, Calgary, Toronto, Montreal and Monckton.
   
       
 

Canadian Experience Class:
The new Canadian Experience Class (CEC) allows certain temporary foreign workers and certain foreign student’s graduates, such as those with work experience in the managerial, professional, and technical or trade fields, to apply for permanent residence and eventually Canadian Citizenship without having to leave Canada.  Unlike other existing program, this new avenue for immigration allows an applicant’s Canadian experience to be considered as E-Selection factor when immigrating to Canada

   
         
 

Improvement to Provincial Nominee Program (PNP)
Federal Govt. has removed the limit on how many new comers the provinces can accept under the PNP.  This will ensure that provinces and territories can nominate the individuals who have the occupations skills to meet the regional economic and labour market demands.

   
 
   
 

Attracting and Retaining Foreign Students
To attract foreign students and facilitate their arrival in Canada, CIC has decided to improve the processing of their visas at mission abroad.  For example, an online application system, as well as other measures to improve service and speed up processing are being implemented for student visas.  To allow students to build their skills through work opportunities in Canada, CIC has created the off-campus work permit program in 2006.  This program allows students attending recognized post secondary educational institutions to work off-campus on a part time basis.  As well as, the post graduation work permit program has been significantly improved by allowing students to work up to two years after completing their studies.  The CEC has made it easier for certain international students with Canadian credentials to apply for permanent residency without having to leave Canada.  The prospect of eventual Canadian citizenship, combined with other initiatives, gives Canada a marketing advantage as Canadian schools and employers look to recruit the best and brightest from around the world.

   
       
 

Improving the Integration of Immigrants in Canada’s Labour Market: Foreign Credentials Referral Office:
In May 2007, the Govt. created the Foreign Credentials Referral Office (FCRO).  The FCRO is helping prospective immigrants get the information they need on the foreign credential recognition process and the Canadian Labour Market even before they get to Canada.  The FCRO is also helping to increase employer awareness of the processes for and benefits of hiring internationally trained and educated professionals and directing these professionals to existing programs and organisations.  The FCRO, in partnership with Canada’s Foreign Credential Recognition (FCR) Program is going to improve the integration of internationally trained workers into the work force.  The FCR program funds and works with provinces, territories and partners across jurisdiction to strengthen foreign credential assessment and the recognition of the qualification acquired in other countries.

   
       
 
Increase in Settlement Funding:  The Govt. of Canada has substantially increased funding to support settlement programs and services that help new comers integrate into Canadian society.  In 2006, Govt. of Canada began investing additional money in settlement funding over five years to provinces and territories aside from Quebec.  Quebec receives annual funding through a separate agreement.
   
       
 

Cutting the Right of Permanent Residence Fee in Half:
The Govt. of Canada has cut the Right of Permanent Residence Fee in half, from CAD 975 to CAD 490 per person.  This has demonstrated Govt’s commitment to a generous and open immigration policy.

   
       
 

Ministerial Instructions Dated 28th Nov, 08 :
Bill C-50 was passed by House of Commons on 17th June, 08, to implement certain provisions of the Budget tabled in the Parliament on 26th Feb, 08 and to authorize the Minister of Citizenship and Immigration to instructions with respect to the processing of the certain applications.  Accordingly ministerial instructions were issued on 28th Nov, 08.  In the ministerial instructions following 38 occupations were identified where the employers were finding acute shortage of professional’s hence permanent residency would be granted within 12 months. Persons not possessing experience in 38 occupations mentioned above could also get fast track immigration if they could obtain job offers from employer with Arranged Employment Opinion from Service Canada.

   
       
 

Immigration Action Plan for Calendar Year 2009:
For the Immigration Action Plan for Calendar Year 2009, there is no effect of the global melt down and Canada would be welcoming between 240000 to 265000 immigrants in this year.
